Delivery System Reform Incentive Program (DSRIP) Update and an Outlook for the Future

DSRIP (Delivery System Reform Incentive Payment) (DSRIP) Program is the main mechanism by which New York State will implement the Medicaid Redesign Team (MRT) Waiver Amendment. DSRIP´s purpose is to fundamentally restructure the health care delivery system by reinvesting in the Medicaid program, with the primary goal of reducing avoidable hospital use by 25% over 5 years. Up to $6.42 billion dollars are allocated to this program with payouts based upon achieving predefined results in system transformation, clinical management and population health.

In her role as Executive Vice President for Policy at the Healthcare Association of New York State (HANYS), Valerie Grey oversees governmental affairs, advocacy, and all health policy activities of HANYS.

 

Valerie Grey joined HANYS in January 2013 after more than 20 years in New York State government service. Before joining HANYS, Ms. Grey served as Executive Deputy Commissioner at the New York State Education Department. She previously served in numerous critical policy leadership posts, including Director of State Operations, First Deputy Secretary to the Governor, and Assistant Secretary for Health and Human Services; Assistant Commissioner of Governmental Affairs for the New York State Department of Health; Assistant Comptroller and Deputy Director for the New York State Comptroller’s Office, focusing on health care and finance issues; and Deputy Director of Fiscal Studies for the New York State Assembly Committee on Ways and Means. She has also served in the private sector, most notably as Vice President, Governmental Affairs, at UnitedHealth Group (AmeriChoice).

 

Ms. Grey holds a Master of Arts degree in Economics from the State University of New York at Albany.

The NYS Council of Health-system Pharmacists is accredited by the Accreditation Council for Pharmacy Education as a provider of continuing pharmacy education.  This program 0134-9999-15-180-L03-P is approved for 0.15CEU (1.5 contact hour) of knowledge-based Pharmacy Law CE.  After conclusion of the program, survey links will be provided to participants to process their continuing pharmacy education credit.  Participants must be in attendance at the entire event and provide the program CE code and complete a program evaluation .  Attendees have forty-five (45) days to complete the evaluation and obtain their CE credit.  Payments to NYSCHP are not deductible as charitable contributions for federal income tax purposes.  However, they may be deductible under other provisions of the Internal Revenue Code (i.e., ordinary, necessary business expenses; miscellaneous itemized deduction).
