Ms. Miller joined Bronx RHIO in 2012 to create its analytics services with support from a CMMI Innovation Award. She has led the development of the RHIO’s extensive Population Health analytic services in use by multiple RHIO participant organizations including interactive quality measure dashboards, gaps in care lists and patient utilization analyses. Prior to joining Bronx RHIO, Kathy worked in senior staff roles in a non-profit public organization, voluntary hospitals and public hospitals, all serving inner-city minority and underserved populations.

New York City Health and Hospitals
Alex serves as the Chief Data Officer of New York City’s Health and Hospitals corporation, the largest public health system in the United States. He is responsible for developing a comprehensive data and analytics program aimed at helping the system make better data informed decisions.
Working with an amazing team of data professionals, he led the rapid development of key solutions supporting situational awareness, clinical operations optimization and resource/staff planning for the world’s largest medical emergency of our lifetime, the COVID-19 pandemic.
Alex served as assistant professor at Baylor College of Medicine as well as Robert Wood Johnson Medical School where he taught immunology to medical school students and physician assistants in training. In addition to his Ph.D. in viral immunology, Alex holds an M.B.A. and Bachelor of Arts in biology and psychology and a minor in mathematics, from Rutgers University in NJ.
Asha Cesar-Tay, Executive Director

Catholic Health Services of Long Island
Asha Cesar-Tay is the Executive Director of the Catholic Health (CH) population health manageAment entity, CH Physician Partners. In this role, Asha manages the administration, operations and performance of the health system’s value-based contract portfolio which impacts over ~220,000 New Yorkers and roughly 1,900 providers across Long Island, Queens and Brooklyn. She also serves as an Adjunct Assistant Professor of Health Administration at New York University’s Robert F. Wagner Graduate School of Public Service.
Prior to her position at CH, Asha worked for several years in program operations and health policy positions for Mount Sinai Health System, Northwell Health, The National Governors Association and other non-profit and government agencies. Some of her notable achievements include (a) launching upside and downside risk MSSP ACOs for two major health systems, (b) serving as an advisor on Medicaid cost containment strategies to gubernatorial state officials and (c) establishing provider incentive and gainsharing models.
Asha has subject matter expertise in IPAs and ACOs, ambulatory network development, Medicare regulatory and legislative affairs, quality performance improvement, and cost containment strategies. She served as a Health Policy Fellow for the Adelphi University Center for Health Innovation and Adjunct Professor for St. John’s University. She is a member of The American College of Healthcare Executives (ACHE) and the National Association of Accountable Care Organizations (NAACOS).
Asha was awarded an MPH in Health Policy from The George Washington University and a BA in Organizational Communications from Northeastern University.
David Ferris, MD
Medical Director, Ambulatory Care & Population Health

Associate Professor of Medicine, Icahn School of Medicine at Mt. Sinai
In 2016, Dr. David Ferris was appointed Medical Director, Ambulatory Care and Population Health at BronxCare. His route or career pathway to this medical leadership position is certainly an interesting one. It dates back to 2004 when he first came to BronxCare as an Attending Physician in the Department of Medicine and its Division of Infectious Diseases. There, he cared for HIV/AIDS patients and was instrumental in building a treatment adherence program that helped them overcome their struggles to take the prescribed medications for controlling this disease. In 2011, Dr. Ferris continued to advance his career by accepting a leadership position at the Morningside Clinic and AIDS Services at St. Luke’s Roosevelt Hospital. As Medical Director, he was responsible for a multidisciplinary team of physicians involved in treatment and research. When St. Luke’s became part of the Mt. Sinai Healthcare System, Dr. Ferris took on an expanded role as Chairman of its Quality Improvement Committee. In this capacity, he was responsible for projects at six HIV clinics and four inpatient units.
Dr. Ferris always considered his work at BronxCare as one of the more important career building experiences for him. “It provided me with an understanding of the challenges patients and their families encounter, particularly those with the most serious and often life threatening health problems,” stated Dr. Ferris. When he learned of an opportunity to start a Department of Population Health and work as Associate Medical Director, Ambulatory Care at BronxCare, his return to the facility where he started became an easy decision for him. The choice was further reaffirmed when, eight months later, he was promoted to Medical Director, Ambulatory Care and Population Health. In this position, he is taking the lessons learned from the past and applying them to improve the quality of care for the hospital’s extensive BronxCare Network of outpatient practices.
